AN OVERVIEW OF FAYSAL LEAKS .THE $ 3 MILLION DONATION TO KULMIYE PARTY BY SHEIKH SHERIIF & THE CONCEPT OF CONFERDERATION STATE BETWEEN SOMALIA AND SOMALILAND.
The leaked Email of Eng Faisal dated 10th Feb, 2015 appears to be genuine and authentic. The sender of the Email and promoter of the Confederation Concept, Mr Mark David, is said to be a political broker based in Germany who has close connections with the United Nations and EU. The following main facts in the Email deserve special attention:
A). $ 3 MILLION DONATION TO KULMIYE BEFORE 2010 ELECTION.
Mr Mark specified the amount and intentions of funds given to Kulmiye by the Transitional Federal Government headed by Sheikh Sheriif Ahmed. In his Email to Eng Faysal, Mr Mark stated “The 3 million dollar donation to Kulmiye just before the 2010 election in Somaliland, and the political commitment between the two sides as a result, have been simply dumped by the Silanyo team and there is no trace of it, and in my view, that’s why Southerners are somewhat unenthusiastic”. Apparently, that deal was brokered by Mr Sifir who was the campaign Manager of President Silaanyo and a well-known proponent of the “ Somaliwayn “cause “
B) THE ROLE OF ENG FAYSAL
The assigned role of Eng Faisal was to facilitate the talks between the 2 stake holders – Somaliland and Somalia. In his Email, Mr Mark explicitly clarified “As a result of the checks I have made with the current Federal Government, as well as the former President, Mr Sharif Sheikh Ahmed and his close associates, one thing is confirmed across the board – your passion towards a probable new union arrangement between Hargeisa and Mogadishu, through a carefully designed and loose confederation is considered a remarkable development and the Silanyo administration is in the same page with us “. The foregoing statement is self-explanatory without further comments.
C) THE “CONFEDERAL STATE CONCEPT “
Mr Mark outlined the modality of the proposed “Confederal Concept “between Somaliland and Somalia along the lines of three main options:
Option 1) Somaliland and Somalia could enter into a kind of confederation or Integration Charter Agreement similar to that of Sudan and Egypt in 1982.
Option 2) Somaliland and Somalia can establish a co-federation model which is a loose system comprising two states sharing the following areas: immigration,
taxation, airspace, maritime, security, defense and telecommunication. This co-federation system could be adopted for 10 to 20 years period, after which the people of Somaliland would be given a referendum arranged and endorsed by the international community.

Option 3). A referendum where the people of Somaliland are presented their choices and rights of self-determination. This third option is probably the most favored by the people in Somaliland, but Somalia and the international community do not support that. As the case of Somaliland and Somalia is arguably more complex than other cases resolved in recent years by the international community (South Sudan, 2011, East Timor, 1999 and Eritrea, 1993), sustained international attention is vital for any progress.
D) EXPECTED RETURNS FOR MR. MARK DAVID AND ENG.FAYSAL.
In very plain terms, Mr Mark pointed out the financial and political gains of Mr Faysal. In his Email, Mr Marks said “I believe there is still a good chance to push things through. We must and we should succeed in this. To both of us, there is a huge financial gain, but to you, your political gains/capital as a result is an additional bonus which cannot be neglected “
WHAT IS THE BIG TAKE-AWAY?
The current talks between Somaliland & Somalia on one hand, and Somaliland & Khaatumo on the other hand are clear indications of the path towards a “Confederal State”. Eng Faysal is an active participant of the game. Prof Ali Khalif Glaydh loudly expressed his movement will never be part of a “Somaliland state”, but he is open to other viable confederal options. Somalilanders were divided into tribal blocs by Siilaanyo Regime . Kulmiye Supporters will endorse any move towards a “Confederal State “. UCID Party Chairman is ready to bless. However, Somalilanders who fought for their freedom will never allow Kulmiye Confederal Concept to materialize.
