Somaliland Minister of Interior Hon Mohamed Ali Warancade has issued a Ministerial Directivities in which he orders the nation security apparatus (Police, Immigration Department, and National Intelligence Directorate) to stop and search civilians at Random beginning from the Wednesday, May 11, 2016.
Minister of Interior Hon Mohamed Ali Warancade , in regard to the country security which is a top national priority , hence it’s imperative that the state should constantly keep monitoring the movement of both our citizens and that of foreigners residing in the country.
Therefore, the state security apparatus shall launch a nationwide campaign meant to sort out those civilians in possession of national identification card and those without and also at the same time vetting out those foreign national living in the country legally and those without proper papers.
State security apparatus (Police, Immigration Department, and National Intelligence Directorate) shall of Wednesday, May 11, 2016 have the wide ranging powers to stop, search and arrest both civilians and motorists at random all over the country.
State security apparatus (Police, Immigration Department, and National Intelligence Directorate)shall demand:-
1- National Identification Card
2- Foreigners Residency Card
Therefore, Somaliland citizens are expected as of Wednesday 11/05/2016 to produce National Identification Card whenever asked by the police, Immigration Department and the National Intelligence Republic.
This ultimatum comes at a time when the National Elections commission has recorded a low turnout in the ongoing voter’s registration s exercise in Maroodi Jeh Region due to the government imposed $15 Dollars fee on citizens seeking to register for the National Identification Card which most of Somaliland citizens can’t afford.
