H.E President Ahmed Mohamed Mahmoud Silanyo, has today issued a Presidential decree # JSL/M/XERM/249-4866/062017 in which declares a new date for the that the forthcoming elections Presidential and Vice-Presidential election.
The Presidential Decree read as follows: –
The President:
In accordance to Article 90 of the Constitution of the Republic of Somaliland and powers bestow upon me;
In cognizant with Article 83 (Election Procedures) of the Constitution of the Republic of Somaliland;
In regard of Article 9 of the Constitution of the Republic of Somaliland (The Consolidation of the Presidential & Local Council Elections Law (No. 20/2001).
After putting into context, the contents of NEC letter #/ XK / 060/2017 dated 08/06/2017, which affirms the National Electoral Commission shall declare, in accordance with the Constitution, the dates of the upcoming Presidential elections shall be held and their declarations shall be published as Presidential Decrees as stipulated in Article 9 (2) of the Presidential and Local Elections (Consolidation and Amendments) Law (No. 20/2001).
In consideration to the house of elder’s declaration # GG / JSL / 02/03/2017, and dated 06/03/2017, in which they declared to extend the current timeline to 13/12/2017;
Being aware of the Constitutional Court interpretations # MD / DD / 01/2017, dated 16/02/2017 and with the intent to review resolution 18/08 clause.MS/DD/02/, dated 18/08/2015;
The need to uphold Somaliland’s democratisation process, it’s imperative to set a clear timeline for holding the upcoming Presidential elections.
Therefore, I do hereby issue these decree, in which, I declare the 13th of November, 2017 to be the date for holding the elections to elect the next President and Vice President of Somaliland.
