Somaliland: The city of twenty five mayors (Hargeisa) – by Abokor Omer

Hargeisa serves as the capital of Somaliland and sits at an elevation of 1,334 m (4,377 ft.) above level see, Hargeisa is situated near the town of Gabiley which serves as an agricultural Centre in Somaliland, The city generally features warm winters and hot summers. However Hargeisa is the seat of the regional parliament, the presidential palace and government ministries, The main institutions of higher learning include the University of Hargeisa,  and also Hargeisa has a modern telephone system and good internet service,

I did want to vote that (Election) of Somaliland   but unfortunately I was voting (Selection) of Somaliland but the 28th November 2012 local council elections its is mandatory that the National election was free and fair elections but some people called that election happened in Somaliland was not free and fair, but they said it wasn’t (election) but it was (selection)

The Hargeisa  local government have a vailed and got  grade of ( F) there is not accountabilities between the systems of local government, Hargeisa has again been named as (the city 0f 25 mayors)’ in the world, you will never ever seen a city like Hargeisa , all the cities of the world has only one mayor and member of councilors , the people think that they were elected 25 councilors but they elected 25 mayors, it’s worst city in the world for environment and infrastructure, because we have more than 1 mayor ,

The preamble to the City Mayors’ Code of Ethics states that honest local government is the foundation of any nation that strives to provide its citizens with happiness, security and prosperity but what about Hargeisa local government code of ethics ,and the ethical and culture of the mayor, the mayor of interest the property of the people ,

There are 10 municipal governments in the Somaliland Many small towns use the system of mayor elected ministry of interior (most counties are run this way) and those that don’t, have a weak mayor-council system. Almost all large Somaliland cities have strong mayor systems. Mayors, and the city council, are directly elected. The length of a term and the number of term limits are in the city charter, as is the day of election. But this system needs to update some of the courtiers use the system election of candidate

If we need to develop Somaliland municipal election Political, we must use the system of  elections  for example Hargeisa Municipal Authority (both the Mayor of Hargeisa and the 24 Members of the Hargeisa Assembly elected ) but the mayor  stand for Hargeisa the three parties must select one candidate stand for mayor and 24 members and that  candidate and members must be Somali lander citizen aged 25 or over, resident or working in Hargeisa for at least 12 months and otherwise not disqualified from standing for election. So we need to understand and develop the system like that but if we don’t use will have 25 mayor forever, and we will be the bad city in the world and we will never solve that problem.
