The outgoing Minister of National Planning Dr. Sacad Ali Shire handed over the mantle to the newly appointed Minister of National planning and Development Hon Ali Ismail during a well-attended ceremony held at the Mansoor Hotel, Hargeisa.
During the handing over ceremony the outgoing Minister of National planning and Development Dr. Sacad Cali Shire gave in-depth briefing during his five years at the helm of the Ministry of National planning and Development in which he began by stating:-
The Ministry of National Planning is consists of three main department which are as follows the Administration department, Planning department and Resource department and since 2010 two more new departments have been added which coordination department and Development department. Also during that period the construction of Ministry headquarters was completed with another additional new three storey build adjacent having said that the Ministry has established in all six regions of country and employs at least 7 ministerial coordinators.
The Ministry of National Planning employs 127 permanent staff consisting enthusiastic well educated youthful of who have graduated from both and foreign universities.
The new facilities include a modern state of the art library, conference room equipment with video conference, wel equipped communication hub, and Ministry website. On the hand plans are underway to establish mapping unit for conducting surveys with the equipment needed ready in place plus the deployment of security scan all this accomplishment during Dr. Sacad Ali Shire tenure.
On the other hand the ministry of national planning has in the past 5 years initiated
- Somaliland Vision 2030
- National Development Plan (NDP) 2010- 2016
- Ministry of National Planning and Development (MoNPD) in fulfilling its mandate through a five National Development Plan (NDP) 2012-2016.
The Ministry during the time has conducted numerous research related to national population census and national output.
During that period more than 564 non-governmental organizations both local and international and the organizing holding of several high level international and local level.
Among the other projects initiated during the time include the Somaliland’s National Development Plan (NDP) provides a medium term framework for achieving the country’s long term development aspirations as embodied in Somaliland Vision 2030, and the Millennium Development Goals and The Somaliland Development Fund (SDF) is a 4 year fund designed to support the Government of Somaliland (GoSL) in filling critical gaps that are fully aligned to the National Development Plan (NDP)funded by our partners World Bank , The Afican Development Bank , the UK’s Department for International Development (DFID), the Danish International Development Agency (DANIDA) and the Governments of Norway and the Netherlands.
